Aviation 2050: The Future of UK Aviation

The Department for Transport’s Aviation Strategy Green Paper, Aviation 2050, was published in December 2018. The document made a series of proposals to support the future growth of the sector, while balancing environmental and community impacts.

SCDI’s response to the UK Government’s consultation on its proposals highlighted:

  • Our belief that connectivity and openness is an imperative and a strength for Scotland’s economy, driving growth, attracting investment, supporting exports and creating jobs;
  • Our support for the UK Government’s decision to approve the construction of a third runway at Heathrow, providing significant additional capacity for future growth. SCDI has called for guaranteed access for Scotland’s airports to new slots at Heathrow, to ensure that its expansion works for and benefits the whole of the UK. Connectivity with London, as a global financial and business capital and major international hub for air travel, is a priority for Scotland;
  • The importance of regional connectivity and regional airports in driving regional growth and providing lifeline services. particularly in the North East and the Highlands & Islands;
  • Evolving skills needs and demand in the aviation sector in response to the challenges and opportunities of the Fourth Industrial Revolution;
  • The need for a joined-up approach between the Scottish Government and the UK Government to Scotland’s new National Transport Strategy and the UK’s new Aviation Strategy to deliver, for example, the ambitions of the Scottish Government’s Export Growth Plan. There is a need to improve Scotland’s connectivity with key export, investment and tourism markets – from established partners like the United States to emerging, high-growth markets like China and India;
  • Our concerns that the Scottish Government’s decision to abandon the abolition of the Air Departure Tax will have a negative impact on the commercial viability of some flights and, as a result, on the connectivity and internationalisation of the Scottish economy; and,
  • The role which new and improved technologies, aircraft designs, airspace management and sustainable fuels will have to play in reducing the sector’s carbon emissions. The UK Government has accepted the Committee on Climate Change’s recommended target that emissions from UK-departing flights should be at or below 2005 levels in 2050.
